FY Budget filter for All CANs page not updating 1 CAN according to adjusted range

Expected Behavior

CANs appear depending on adjusted FY Budget range

Current Behavior

Always seems to be 1 CAN that still appears when its FY Budget does not fit into the adjusted range

Steps to Reproduce

1. Sign in and navigate to the All CANs page
2. Select a FY with a list of CANs
3. Adjust the FY Budget filter to a range ($500,000 to $500,000)
4. View CAN who's FY Budget doesn't fit into adjusted range
