Add user filter to PeoplePicker component

We want the PeoplePicker component from Microsoft to only find the proper Equinor user profiles. Currently, it also list other unintended user profiles.

@SAKavli, what does "proper Equinor user profiles" mean here? A proper subset of Equinor users? (@kvashchuka mentions that support for sharing projects with users outside of the Equinor org might be a required feature.)

I was not sure myself, I just remember it from when Harald was testing it, that some, idk private? emails were also listed or something. When I say "proper" I basically refer to the same you would find in Teams I guess
