Now that the documentation for each of the embedded shortcodes lives in its own section, we can merge this:
https://gohugo.io/content-management/shortcodes/

Into this:
https://gohugo.io/templates/shortcode/

The first is mostly useless at this point, but we need to make sure we don't lose anything important.
