Do you have a suggestion for code improvement or tracking existing technical debt? Please describe.

We're in the progress of attempting to rip out the buildbot/cloudbuilder dependencies from this project. For more information, see #10403.

Describe the solution you'd like

Over time, we've migrated most of the test jobs away from cloudbuilder in favor of GHAs. Currently there's only two suites that are run on PRs: run-e2e-tests & run-hashicorp-e2e-tests. The latter is no longer relevant to this project and we can remove that entirely. This issue tracks whether the run-e2e-tests Makefile target & it's suite is still relevant to this project going forward. If not, let's remove it.

Remove the test/consulvaulte2e e2e suite

The test/consulvaulte2e suite was one of the test suites that
cloudbuilder was configured to run on PRs.

See kgateway-dev#10432 for
the issue that tracks whether we should migrate the other suite
being run (e.g. run-e2e-tests) and whether it's still relevant
for this project.
