links in markdown files refer to inline_documentation and tutorials are broken #7476

Steps:

Part 1:

  1. Go to: .github/PULL_REQUEST_TEMPLATE.md
  2. Click on the link to the Inline documentation
  3. Get a 404 error

Part 2:

  1. Go to README.md
  2. Click on the link to the tutorials
  3. Get a 404 error

Solutions:

Replace listed broken links to the correct links.

  1. https://github.com/processing/p5.js/blob/main/contributor_docs/inline_documentation.md should be replaced by https://github.com/processing/p5.js/blob/main/contributor_docs/contributing_to_the_p5js_reference.md
  2. https://p5js.org/learn should be replaced by https://p5js.org/tutorials
