Issue JP-3847 was created on JIRA by Tyler Pauly:

JP-3805 introduced a change in DQ flagging of saturated pixels as a band-aid solution to revert some regressions in snowball detection. We should attempt to solve the root cause of the regressions in the snowball code and consider reverting the DQ flagging.
