[Prod] Remove unnecessary feature flags, remove "all reports" tab

Description of change

• Remove unused feature flags from the background (features that have been released to everyone)
• Remove the "all reports" tab so that we don't have a blank page
• Also fix visual overflow bug with the date picker in the filter panel

How to test

• The feature flags 'merge_goals', 'monitoring', and 'resources_dashboard' no longer appear in the admin interface.
• The "all reports" tab is hidden
