Package updates for v0.4.0 release

This PR makes a range of small updates for the package to be submitted to CRAN and v0.4.0 released. Updates include:

• Update NEWS.md file with changes since v0.3.0
• Change package Title and Description after splitting {epiparameterDB} from {epiparameter}
• Add CRAN installation instructions to README
